Incorrect parallel parking

I workplace doesn’t offer parking spaces so we have to park in the RTA spots near the office. Now due to the rush in peak hours, all the spots close to the building get taken up, and then the ones arriving late have to park further away.

Quite often I have noticed some car owners park their cars in a way that their bumpers are crossing the line to the spot beside them. This makes parking my car almost impossible and I have to leave that spot and go. I see such spots almost always end up being empty.

Sometimes I feel it is intentional. Maybe they are trying to block the spot for someone they know.

How can I report such cars?
