Question about plasma pistol on v11 and through suffering strength interaction

So I'm new to the game but i've looked at lists since v9 and one combo has always struck my mind : plasma pistol overcharge with through suffering strength if you fail hazardous roll.

My question is : is it still possible in 11th edition ? I mean, with new way to repart damages, if I surcharge let's say my palatine's plasma pistol while she's leading a unit, is the hazardous damage forced to go on a regular sister and not my palatine (who wields it) ? Or can I choose ?
