Vmin shift instability

I'm upgrading my gpu to 5070ti, i thought i might need a better cpu than i5 12400f

I planned on getting i5 14600kf

With a better board too the Z690-A D4

BUT i just discovered that 13th and 14th gen of intel cpus have this issue of degrading? (The vmin thing)

I know the surface of it only

I'm concerned that it might not be a good option

Is it fixed now or does it still happen?
