Help to make a pc

Hello, i plan to buy myself a pc (i still don't know if im going with a fully builded one or if im doing to build myself) and im seeking some help cause i don't really know much about all of that. I found a list of information that could help i guess so there is it:

-2000-2200€, can be a little more if necessary i guess

-It would be for gaming/3D work

-i know how to install windows

-I would go with Ethernet as a method of connection

-I don't have a screen, so if you have some recommendation of screen who make good render in game

-4K if possible

-Game i play: im doing emulation, or play various game, actually for exemple it would be genshin, spiderman 2, FF7 rebirth, the new lego batman game, digimon STS, Persona games...

-I used software like Maya, Zbrush, Blender, Photoshop or Asesprite for schoolwork.

-I live in France
