Is this a lack of hygiene or actually caring for the environment?

My girlfriend has told me on several occasions that it is very important to save water, and that's why she says we should use the toilet 2 or 3 times before flushing.

Coincidentally, I'm the one who always has to flush the toilet after she leaves the bathroom. I know that all people in the world poop, it's something very natural and there's nothing wrong with it, I don't know if she really does it to save water or because she likes me to see her turds in the toilet every day.
