Can't start questline for the Night Elf White/Blue tint heritage armor

Hello!

I already have the common night elf heritage armor unlocked. I have done the dragonflight and Emerald Dream questline on a horde character (so I do have the defenders of the dream achievement) and wish to do the questline for the white tint on my night elf character, but I can't find any of the quests related to that.

Shandris is not in Valdrakken for me, so I don't have the skip button for that questline, and I also can't find anything in the Emerald Dream nor in Bel'Ameth

Help please :(
