Neighbor is feeding a bird

A woodpecker is being very friendly with people. Apparently my neighbor has been interacting with the critter and feeding it, I watched it land on her chest and shoulders. Claims she took it to work and back. Now this is probably a very bad situation. What should I do about this? I highly doubt she's going to cooperate with anything but I'm concerned for lil guy, so knowing what she'll probably say no to is the best I can do. also he's currently crying at our door.
