Staples or tacks?

I recently bought an old vintage cane back armchair. I hate the fabric and it is stained in a few spots. I would like to avoid taking the entire chair apart, to recover the seat cushions, I want to get one of those stretch cushion covers. Once in place should I anchor them with staples or tacks?
