North Sea empire banner keeps going to Denmark

Okay so I started as Haraldr “Tanglehair” to form Norway and eventually North Sea. But for some reason the banner only becomes that of the danish version where you have Denmark as your primary. Denmark is not only not the primary but it’s also the smallest de jure as Skåne joined Norway. Why the hell is this happening (I’m on console if you’re wondering)
