What happened to the top bar/tournament combo tiles

I know this game gets harder and worse over time but I feel like we haven’t had a railroad tile that also counts towards the top bar this whole album? Even now we only have tax/utility when normally we would also get chance. This is basically 4 corners (which they’ve also been loving this album). Am I crazy
