My friend wants to become more feminine but we live in the most homophobic place. How do I help her?

For context my friend (let's call her H) has always felt like a woman since she was young. H wants me to help her become more feminine since H wants to explore more. But the issue is that H has the most homophobic family known to society, and we live in the most homophobic area in state. How do I help H express herself safely and experiment with feminine stuff? Note that I am a cis lesnian trying to help a friend out.
