Base game shown as completed but cant access torment or world tier II

I had completed the game with my current character on PC a while ago and stopped playing until just recently. I have it on my Xbox at the moment. Everything carried over, currently at level 59 with my main, base campaign shows completed, and I HAD "endgame" before the expansions (though i just bought the expansions on my return).

What happened? Do I actually have to beat the expansions now to re-access penitent and above difficulties??
