What’s with the ‘awards’ system?

So if someone gives you an award have they paid real-life money to get that award? Why would anyone pay to be able to give people awards, what does it even mean?
How do you unlock awards anyway?

I got my first heart award the other day but I’m just confused. Why not just upvote?

Sorry for all the questions. TIA
