Where to go after the Obelisk SMT:III Nocturne

I just beat the obelisk and returned back to asakusa, where the north section just unlocked. There seems to be absolutely nothing to do inside the north section except for an npc that tells me futomimi is almost done his fortune telling and he is going back to mifunashiro. When I return to mifunashiro, nothing has changed and futomimi is still not finished. Every online guide says to go to asakusa tunnel, but it's still not open.
