Wouldn't temporarily bringing back refuelling fix the engine issue ?

Then they don't need to change the chassis or make significant sporting chanegs, you just need to significantly increase fuel flow to increase power and go back to a more normal engine dynamic. And if you're doing it for a year or two it lets you trial modern refuelling instead of committing to it for a full regulation set.
