The absolutely deplorable state of the region packs

Note that I'm not blaming the creators of these packs, because the asset pipeline and the entire game was very much unfinished and work in progress. However I believe it's time that Paradox assigns someone to fix these asset packs. Every time I decide to start a city with one of these packs, I run into major bugs.

Just some examples: The China and Southwest packs have floating billboards and signs, the Japan pack has issues where Mixed Housing don't receive customers, ambulances or hearses, the Southwest packs has bugs where low density residential loses road access when leveling up (even though Iceflake claimed to have fixed this bug in the latest patch). There are probably many more major and minor issues with these packs.
