Very specific edge case in SIR, would anyone know what to do?

#Ask-India ☝️

So there’s a 85 yo in my household who I’m helping fill the enumeration form for. The form asks for details of the previous SIR enrolment in 2002.

However, back then he was working in a govt job posted in Meghalaya, and moved back home to Bangalore after he retired in 2003.

Here’s where the issue is - back then, SIR happened in the NE states + J&K in 2005, while the rest of the country was done with SIR in 2002. Since he relocated in 2003, his name is missing in the SIR lists for both Meghalaya and Karnataka.

Is anyone in a similar situation or does anyone know what to fill in the form? I scheduled a call from the BLO on the ECI website but they haven’t called yet so am a little stuck - the guy at the BBMP office collecting the forms said he had no idea and asked to call the BLO (lol)

There’s an option to fill in a relative’s name but as he’s 85 his blood relatives are all dead (one cousin is still alive if that works? Idk)

Is anyone else in this situation - moved to Karnataka or some other state from NE / J&K in 2003 or later and therefore missed out on the previous SIR in both states? Long shot, I know, but thank you.
