Best OBD scanning tool without a subscription?

Is there a consensus "best" OBD scanning tool for Volkswagens that doesn't require a subscription?

I'm not looking for any extensive options like coding things out, etc. All I really want to do is be able to scan for & identify codes and have the ability to clear those codes, if needed.
