Is it normal for young girls (12-13) to flirt with older Teens

Like i was at a sports festival recently and somehow got talking to this Brazilian family who were visiting my country. I was talking to this girl who was 12 and she was maybe trying to flirt with me, looking at me alot, smiling at me and fiddling with her hair while doing so. I'm a bit dense but even i was picking up on it. The issue is i've just turned 17M and where i'm from in the uk its quite odd for 2 year or more age gaps at my age downward. I ofc was keeping my distance a bit but i was feeling a bit odd about it. Did she think i looked really young or something? Im still clean shaven but im like 6 foot 2 inches so idk.

I'm not tryna creep i just want some context on the culture in brazil.
