Employer not responding to ECR correction requests

I have worked with 4 companies till date. The first company deducted EPS despite my base wages being more than INR 15,000. However, the first & second company has submitted the ECR correction, but the 3rd & 4th ones aren't responding to my ECR correction requests. This doesn't allow me to transfer or withdraw my EPF until the EPS-to-EPF transfer is completed. What can I do in this case?

Just for information- I was not provided with Form 11 during my onboarding with these companies.
