I'm not a regular football fan but do watch the World Cup. I did not know that a red card can be revoked. When did the rules change?

I have never heard of this happening before but I am not an avid fan. It does seem unfair to all of the others whom have had red cards. Can they also now appeal?
It seems a bit of a mockery to me!
