We have GREAT chemistry in person but VERY BLAND over the phone

So I (21M) am in a talking stage with this guy (26M). We started texting, and I didn't feel a vibe at all. Like it was so painfully one sided. Like hitting a tennis ball across the court but instead of him returning the ball, he just watches it and waits for me to throw another ball. I was ready to cut it off but one night he offered to meet in person. I don't know why I said yes but I did and...um...ok ...the ACTUAL IN PERSON CHEMISTRY WAS AWESOME. He was really funny and expressive and we had a few things in common even. He genuinely enjoyed his company and I was bummed when he had to leave...so back to the phone now and......again...BLAND AS FUCK. He gives the driest responses and now I'm wondering if it's the same person I spent that night with? And he DID mention that he'd like to see where this goes...so...wtf? And it feels like he's getting too used to me carrying the convos. Thing is we can only meet like once a week coz he's busy most days, but of course the phone is needed to keep momentum between meetups, no? I don't really know what to do with this situation. A little help? Tips? Advice maybe? I'd really appreciate it, to be honest.
