Infantry Template

Yesterday i was playing hoi4 as italy. I started invading Egypt but to no avail. Then Finland (who was a player) sent me 11 mountaineer division in volunteers. They overrun 24 British divisions in north africa. Does anyone know what could possibly be in those templates? He wanted to gatekeep it, but he mentioned something about them having alot of soft attack. Im not really good with infantry divisions template.
