PC stuck on motherboard splash screen -> blue screen -> no display (Looping)

I am troubleshooting a persistent boot loop and would appreciate some guidance on these symptoms. My system hangs at the motherboard splash screen, eventually goes to a plain blue screen, restarts on its own, and then loses display output entirely (though peripherals like my mouse/keyboard stay lit).

Here is what I have tried so far:

• CMOS Reset: Performed, but the issue remains.
• RAM: Reseated the sticks. I suspect there may be a faulty slot or RAM stick, but addressing this hasn't fixed the boot loop.
• SATA Cables: Swapped them to ensure a good connection.
• OS Reinstall: Attempted to reformat the SSD and reinstall Windows via USB, but the install process hits the same loop.
• Thermal Paste: Recently replaced it; CPU temperatures are now normal, but the boot issue persists.

• CPU: AMD A6 (Integrated Graphics)
• RAM: 2x 4GB DDR3
• Storage: Ramsta 256GB SSD

Could this be a failing motherboard or CPU, or is there something else I should check before giving up on these parts? Any advice is appreciated!
