I need to decide between two builds.

So recently I was able to save up money for my first build. But I have looked at my one I planed on buying and planed a new one. The old one is a bit cheaper and slower but also a safer option. The other one is bit more expensive and faster. I have a dilema and don't know what to choose. (Btw if it is in czk it's because I am living in Czech republic. I'll write related prices in dollars.)

My dilema comes from the choice of the comfort of my budget or dashing out more money for more performance. I want my PC for 1440p gaming at 60fps min, multitasking and also programing or video editing on the side(but not hardcore. Just a little). If anyone can tell me what list is better or has any complaints or things to add don't be shy to shout out.
