How to Evaluate your Transcript of Records to ECE

I studied at a University in the Philippines and stop my education at 3rd year 1st Semester due to Immigration and decided that I will continue my education in the US. I asked my Sister to get the TOR and sent to me so I can have it evaluate to ECE and hopefully I can get enough credential. Now that I have my transcript of records with me, How do I process it in ECE?
