Portugal made all 5 subs and Spain only made one by the 83rd minute?

Just curious how everyone interprets this and substitution strategy in other games. Obviously when chasing a game a manager might sub early or more aggressively. But at least in this case it seems that Portugal really don’t want this to go to extra time or penalties
