Major stuttering

so, i've always played this game with no issues (mostly) and i pick it up every year or so, this time around, i can't figure out why but for whatever reason the game is having crazy lag spikes and major stuttering even in non intensive scenes. I had never had such issue before on this pc, i already trying playing with the graphics settings, doing a clean installation of the graphics driver and verifying the game files, nothing seems to work. it's definitely not an hardware issue, i have a 4080, a ryzen 9 7950x and 32gb of ddr5 ram, the game is installed on an ssd and again, i never had this sort of issue on this pc before; also it only happens with rdr2, all other games run without any problems
