Soft baby doll or plastic baby doll?

Looking to get our 13 month old a baby doll, as the health visitor at her one year check mentioned about the fact that she doesn’t try to hug or kiss her toys - so suggested getting one for her to play with. Debating between a soft doll or a more traditional plastic baby doll; any suggestions? ☺️
