Transfer of executorship?

My remaining parent's body was found about a month or so after they passed away in their condo. My sibling was their caretaker. My sibling to my knowledge has not worked for decades and has always lived with and leached off my parents. At some point likely after my remaining parent passed, sibling fled, was found living in my parent's car and has recently been arrested for failing to report a death and indignity to a body. There's also a possibility more charges may be forthcoming regarding my parent's finances. Sibling is in detention. Afaik sibling was assigned to be the executor of my parents' will and may have had power of attorney of my remaining parent's affairs. It is unknown at this time if my remaining parent made a will and if so, where it is. This is fresh. And frankly I want to settle everything as fast as possible and move on.

My question is.. can sibling's executorship be assigned to me? Being homeless and/or in jail, sibling is unable to execute my remaining parent's will or settle their affairs/estate.
