Xbox series X repair, breakdown found I need a confirmation

Hi guys,

I opened up my console after a no power issue to check the PSU. Using a multimeter, I'm getting 10.38V. Since this PSU normally outputs 12V, do you think it's dead? I saw a document saying the normal range is between 11.40V and 12.60V.
