What do I do about the growing issue with local PD

Location: MO, USA
Hey Reddit I’m sorry if this post isn’t allowed I’m trying to find the right place to seek help. My local Police Department has flat out refused to respond to calls the past week. July 4th I was stalked by and nearly struck by a vehicle on my walk to work only for local pd to not answer 2 calls before finally picking up. Today on my commute home a truck decided to creep up on his stop sign to my cross walk, so I flipped him the bird. He circled back and followed me 2 blocks before we made it to my town square and he continue to hurl insults at me until I responded. He ran yet another stop sign at a four way stop (in front of a cop) to get closer to me. I got more loud hoping the officer would get out of his car to help. It wasn’t until I walked up to the cop car and tried to explain what was going on to the officer as the dude in his truck kept revving and yelling at me. I tried to explain to the officer only to be told I needed to back off and go home. The dude ended up following me a good chunk the way home. In my state pedestrians have the right of way, and a stop sign for the cross walk solidifies that. I wasn’t in the wrong other than my screaming in public and flipping the driver off. I’m not alone when it comes to the negligence of our local PD but our town but it costs around 12 lives a year to rundowns alone ( I had to look it up) when writing an angry letter to the PD a year ago when they did nothing for someone brandishing a firearm and threatening my life.
Again I’m sorry if this isn’t allowed, please.. guide me in the right direction so my home town can stop being the lawless place it is growing to become. What steps can I take to make my home town a safer place when PD won’t?
