360 E Fan seemingly spinning at 100% after applying new thermal paste

Just looking for some ideas before I go pulling the console apart again. Added new paste, ensured the heatsink was installed correctly and on tight. The CPU temps are reporting 43c, which is less than it was prior, so I can assume the CPU/paste/heat sink are making a solid connection.

Could be the fan connector, but I am sure I made sure that was connected good. I don't think there were any other ports around that would fit the fan's connector, so I am fairly certain that was installed right. Maybe it's not in all the way?

Either way, it looks like I need to break it down again. Just wanted to ask the community their thoughts.
