Nuisance Calls

I talked a business owner who is constantly interrupted from doing work by nuisance phone calls. They said our current methods of preventing them is not effective because they spoof.
Provider says they can’t do anything.
Who else has this issue?
What have you tried other than the National Do Not Call List?
Personally they get around the blocking on your phone.
