Preventative Maintenance

I have 9 years in maintenance and never had the opportunity to set up or maintain a maintenance schedule. I recently took a position at a HUD property and find it's a necessity, and that I actually have the time to implement it. What should I include or look for as part of a PM schedule and how closely should I work with the front office to get it started?
