I get often random weird sounds as if electrical type low bitrate crisp sound for a split second, scarlett gen4 2i2

Here is the sound it makes, sometimes its quieter or diffrent but always sounds weird like electrical like this, weirdly it seems fine when i do direct monitoring but when i record with obs or do windows lissten to device it does that sound.... seems too be issue only with input devices, i dont think it does that when i record speakers output
