Cat behavior tech needed

My cat is about 1 years old and since I got her as a kitten she refuses to use the litter box. We have 3 litter boxes in the house (1 upstairs and 2 downstairs). My other older cat uses the one upstairs and the younger one will go poop in the ones downstairs but when it comes to peeing she’ll just pee on the hardwood next to the boxes. I’ve tried using all different types of litters and I’ve taken her to the vet to rule out any health issues. She’s perfectly healthy. I try to stay on top of cleaning her boxes daily in case it’s a matter of her feeling like it’s too dirty but nothing is working. I’ve resorted to using pee pads on the spots that she goes and it does work but I have to go through several pads weekly and she still “scratches” to cover it up but ends up peeing again on the floor. It’s just not sustainable and idk what to do. I love my cat dearly but I don’t want my house smelling like a pissy cat house. I’ve also used the enzyme cleaning sprays to try to neutralize the smell but she just keeps doing it. At this point I’m considering rehoming her but who’s going to want a cat that just pees everywhere. Someone help!
