Which should I *FINISH* first, Phantom Liberty or the main story?

Emphasis on finish, because most people are asking when they should start PL.

Pls no spoilers as im only partway through PL(just met a guy who came back to a secure location with me and escorted the important person out of dogtown) , but I'm able to meet Hanako at Embers.
