So all the Ninja Village graduates. They on the same level as pre monster cell Gale and Hellfire and there is like 30 of them. While it’s not the two thousand suits the neo heroes have the quality should be way higher. Their top tiers are flashy flash, and sonic. However Empty Void is not included due to him being way too strong and making all other members of the village Irrelevant.
vs
The Neo heroes. This means we are including Suriyu, Raiden, Blue, the Idol and all the other jobers. However Metal bat and Kid emperor will not be included because they are undercover for the hero association.

Conditions:
The Neo Heroes are spread out into team captains and background suit users. The ninjas can sneak attack but only a group with a leader and a large number of fodder. Groups can be put together or split apart in whatever matchups necessary. But all of the forces have to be engaged at once so neither side can pick the other off one by one.
There has to be a minimum of 2 engagements at once it can’t be a free for all. If one side wins both engagements they win, if one is won and one is lost it’s tie. In case of more than two the one who wins the majority of engagements wins.

All ninja(not including Empty Void) vs All Neo Heroes (not including Hero organisation spies)
