Public trust sf85 question

I just received my SF-85P/S for a public trust position as a contractor for ICE.
One question asks: “Are you currently utilizing, or seeking assistance from, a credit counseling service or other similar resource to resolve your financial difficulties?”
I set up a payment plan through the American Express hardship program due to temporary financial difficulty. I do have debt, but all of my payments are current, and I have not missed any payments.
Would this count as a “similar resource” that I should disclose on the form, even though I’m working directly with AMEX and not using a credit counseling service? I want to make sure I answer the question correctly and honestly.
