3 star NIL question

I saw a lot of videos posted saying that there were 3 stars with no NIL requests. I can’t find any 3 stars with no NIL demands. I also know that your school prestige factors into it (recruits will ask for more NIL from Kansas State and less from Ohio State). My question is: are 3 stars asking me for money because I started with Southern Miss (1 star program) or did they patch the issue with 3 stars asking for NIL?
