Disclosing visa denials

It asks if you have ever been denied a visa. Would you disclose a failed ESTA application in this? Even though it is not a formal visa and a travel authorisation?

I believe when i was denied is because i had just crossed the 6month threshold on my passport prior to expiry. though i was never denied an actual visa.
