Is it normal that I can't fill all my Science bars completely?

Hello, I just started playing this game in Science mode and decided I want to gather all the science I can at the moment. One thing that became immediately obvious is that I can't fill my Science bars that require multiple experiments.

Example: surface sample from the launch pad. The first time I did this experiment I got like 70% of the total points. Fair enough, I did it again and this time I gathered almost all the remaining points, but I could still see a sliver of the bar missing. So I did it a 3rd time and this time the bar looked filled, but if I compared it to other completed experiments I could still see a pixel missing. In fact, my Science points for that experiment were 11.99, and after another couple of runs I could finally see 12, but with a pixel still missing. I did some digging and, while not finding anyone discussing this, I messed with the game files and found out that, in this scenario, my launch pad surface sample should indeed cap at 12, but my value is 11.9970703, and each experiment I ran gave me less and less. It's a rounding error or something. Mystery Goos are also affected by this, while Crew Reports, EVAs, Thermometers and Barometers are fine. What's incredible is that for such a popular game I can't find anyone discussing this, especially for an issue I've found the first day playing the game.
