JQAs influence on the Emancipation Proclaimation

I just learned that John Quincy Adams wrote about the idea that if there was a civil war, the president could use his war powers to abolish slavery. I was wondering if there is any evidence that Lincoln knew about this or if Adams' words had any impact on Lincolns decision to free the slaves in the rebelling states.
