neighbourhood pets on my property + attacking my pet

Need advice - there are three cats and two dogs that roam around my neighbourhood. I have no clue who they belong to (have asked the immediate neighbour to my left and she has no pets). One of the dogs belongs to the neighbour on my right but they are two men and drug dealers so I am scared to approach/confront them. Two of the cats like to come up to my windows (often open with just the screens separating them from inside my house) and swat at my cat, who is exclusively an indoor cat. Drives her crazy and I feel terrible. Two dogs were fighting each other in my backyard the other day. I have a fence but they are able to jump over or dig under. Any advice? Should I call bylaw on all of the animals if I don’t know who owns them?
