Server lag

Never had any issues before but past few weeks my game constantly lags. Is this a known bug?

For context: I cannot talk to NPCs at times, I get teleported around or the game is unresponsive (rarely).

Even happens in private servers.

Internet speeds are fine and I can play high end games with no lag.

Friend of mine is also experiencing this.
