Is this normal for my newborn?!

For context, my little guy is 3 weeks and two days old. My first child 🥲 first time mom.

Today he had his feeding at 11 am after his last feeding two hours prior and it was 3 oz. He went down for a nap and woke up an hour later crying and sucking his hands. He had another 3oz bottle but only finished 1 oz. He then fell asleep on my chest but started crying after 45 mins and he started rooting on my chest and sucking his hands. He was then given 1 oz and drank all of it but after half an hour was chewing his hands and rooting again. Was given his pacifier but spat it out and made yucky faces.
We gave him another bottle 1 oz and he nursed for almost an hour and was trying to latch but cried and looked frustrated. He gagged a bit and cried but after getting latch he started drinking. After a while he fell asleep but did not finish his bottle. Is this normal? Is this considered cluster feeding? We tried to burp him after his feeds and he did once but in the other feedings I couldn’t get a burp out. At the last feeding he looked uncomfortable he wanted more milk but almost looked frustrated.
