Give a few items the ability to give flat armor based on total defense

Instead of one item (Rondache) give flat armor, give it to more items and base it on total defense. Give the ability to the Justicar Set, Rondache, and Bulwark shield to start. >320 def for 3 flat armor, 200-320 for 2 flat armor, <200 for 1 flat armor.
