I need help. Trying to get into PvP

Im a new player and come from WoW PvP. I’m lvl 58 and playing an awakening warrior, I mostly plan to PvP.

I'm currently on a quest to kill Manshaum Warriors and they’re too powerful for me right now. All my tavala geat is between lvl 3-8, my awakening wep is lvl 1 (I have the stone to upgrade it though, do I do it)? For the other gear slots when I enchant Im at a 60% success chance, do I continue to buy tuvala gear from blacksmiths and spam upgrade to PEN? what’s the % thing mean when you enchant?

I was told to get all my gear to PEN or whatever before I graduate? anything else I should know?
