ukrainian region community ban

i changed my region to ukraine the past week to get cheaper prices by buying a cheap game to switch region after like 4 days i refunded it but now i saw an alert said i had a communuty ban i contacted the steam support and unlock my account but i lost the ukrainian pricing ant got back to my region and said if anythig wrong happens it will be permenant is there anything i can do? is it beacause i refunded how to prevent this ban
